Message from the Chair

The first thing I would like to do is recognize and welcome two new board members: "Lou" G. Bush of Holly Hill and Dennis E. Blankenship of Pensacola. We are indeed delighted to have them join us at this time and I invite you to read about them further in our newsletter. I would also like to take this opportunity to thank our outgoing members: Charles G. Woodward and David W. Gibson, who have provided our profession and the people of this state a great and valuable service by their selfless dedication over the past term. In addition, let me thank Gail Oliver for the excellent job she has done as vice-chair over the past year. Also, congratulations to Pam Nobles, the vice chair-elect who will be taking on a role this term that is not without challenges. The members may come and go but responsibilities and commitment to service always remain.
On behalf of the board members, past and present, I wish to extend the warmest appreciation to our staff who, through the course of time, has come to earn our deepest confidence and respect. Our appreciation goes to: Sherry Landrum, Executive Director; Christa Patterson, Program Administrator; Linda Tinsley, Regulatory Supervisor; Debi Dulak, Regulatory Specialist; and Suzanne Keele, Administrative Assistant II. Let us not leave out our most able legal counselors: Ed Tellechea, Assistant Attorney General, and David Minacci, Deputy General Counsel to the Department of Business and Professional Regulation.
Over the past year the board has met many challenges. The members have taken an active role in making the necessary adjustments to rules and have made recommendations to revise Chapter 472, Florida Statutes. They felt these were necessary to clear up inconsistencies in our law. This is the job of the board, to ensure that legislative intent is given its fullest measure of applicability. The board will be open to any changes and corrections that may lead to the improvement of this profession, while serving the public.
I would like to recognize the services of the continuing education providers for the excellent job they, are doing in making available continuing education courses which are necessary to the educational enhancement of the profession. We feel that they have done a good job in addressing the rules, regulations and intent of the board. Further, I want to take this opportunity to encourage the providers to establish a continuing education curriculum with an emphasis on the proper format for keeping field notes and field procedures. We also need to encourage the professional surveyors and mappers to keep their notes in field books, a subject of present critical concern. Right now all we can do is issue a word of caution to all professional surveyors and mappers to keep all field notes. The day will surely come when that will be your only real evidence in a court proceeding.
Over the past year the board has succeeded at its goal to work as a unified team, a team with the singular purpose of elevating the profession while servicing the interest of the people of this state. Now that we have done it, we can do it again, only better.
Finally, I want to extend the warmest regard to those who successfully passed the professional surveyors and mappers exam. You should be proud. Congratulations and best wishes for the future.
Meet the New Board Members
Governor Jeb Bush has appointed Dennis E. Blankenship, PLS, to the Board of Professional Surveyors and Mappers. Mr. Blankenship began his surveying career in 1972 in Nashville, Tennessee and is currently employed with Bakerville-Donovan, Inc., one of the largest engineering and surveying firms in northwest Florida. As Vice President of Surveying and Mapping, he is responsible for surveying activities in Florida, Alabama, South America and is a licensed surveyor in four coastal states (Florida, Alabama, Mississippi and Georgia). Having extensive experience in the surveying and management of multi-disciplined projects, Mr. Blankenship's project management capabilities include coordination with state and federal agencies, assignment and coordination of project tasks, as well as overall supervision and quality control administration in the performance of boundary, topographic and geodetic surveys. This includes both conventional surveys and those performed using Global Positioning System (GPS) methodology.
With this vast experience and knowledge, Mr. Blankenship has the ability to make wise decisions affecting the surveying and mapping profession and how it may serve the public interest.
Governor Jeb Bush has appointed Louis G. "Lou" Bush, PSM, to the Board of Professional Surveyors and Mappers. Mr. Bush has 29 years of extensive experience in the fields of survey and photogrammetry and is currently employed with 3Di Florida, LLC. Mr. Bush's background includes flight planning, aerial photography, environment thermograph, film reproduction, ion, planimetric and topographic mapping, aerotriangulation, digital raster images, digital orthophotography, digital terrain modeling, and stereo compilation. Mr. Bush also has field experience in conventional surveys using total stations, EDM's and Global Positioning Systems.
In addition to being a professional surveyor and mapping board member and a private pilot, Mr. Bush is currently a member of the American Society of Photogrammetry and Remote Sensing, and the American Society of Highway Engineers.
As Regional Director of Business Development with 3Di Florida, LLC, Mr. Bush is responsible for contract negotiation, project coordination and management, and marketing professional services in the southeastern United States.
Important Information From The Board Office
You Must Respond Within 30 Days
The 1999-2001 renewal period ended February 28, 2001. Renewal notices were mailed to all licensees to their last known mailing address on record with our office.
The board office staff received a high volume of phone calls from licensee's stating that they did not receive their renewal notice. The high volume of phone calls were due to the licensee not notifying the board office of their change of address.
Renewal notices are not forwarded by the U.S. Postal Service. They are returned to the Department of Business and Professional Regulation marked undeliverable.
Effective August 3, 2000, the Board of Professional Surveyors and Mappers implemented a new rule 61G17-1.019, Florida Administrative Code. To assist the board in implementing this rule, a form has been included in this newsletter for all licensees to complete.
It's not only the licensees' responsibility to notify the board office of a current mailing address, it is also the responsibility of the licensee to notify the board office of their place of practice.
The form must be completed and returned to the board office within 30 days of receipt of this newsletter. If you have any questions contact our office.
Rule 61G17-1.019, F.A.C reads as follows:
(1) It shall be the duty and sole responsibility of each licensee and each corporation or partnership holding a certificate of authorization issued pursuant Section 472.021, F.S. to provide written notification to the department of the licensee's or certificate of authorization holder's current mailing address and place of practice. Each licensee and certificate of authorization holder shall also provide written notification to the department of any changes to the mailing address or any additions to or deletions from the reported place of practice within thirty (30) days after the occurrence of the change, addition, or deletion. It is requested that all licensees' and corporations or partnerships holding a certificate of authorization issued pursuant to Section 472.021, F.S. provide the department with their email address when possible.
(2) The term "mailing address" shall mean the address at which the licensee and certificate of authorization holder wishes to receive all official communications, notifications, and correspondence from the board or the department through United States Postal Service delivery or for service of process.
(3) For licensees, the term place of practice" shall mean the address of the primary location at which the licensee holds himself or herself out as qualified to engage in the practice of professional surveying and mapping.
(4) For each certificate of authorization holder, the term 11 place of practice" shall mean the address of the primary location where the certificate of authorization holder offers professional surveying and mapping services.

A certificate of authorization is required for a corporation, partnership, association, or person practicing under a fictitious name, offering surveying and mapping services to the public; however, when an individual is practicing surveying and mapping in his or her own given name, he or she shall not be required to register under 472.021, Florida Statutes.

Violated Section 472.021 (2), F.S., by operating a firm without a certificate of authorization from early 1998 until November 15, 1999. Penalty The board imposed a $1,000 fine, $370.69 in costs to the department, and issued a letter of guidance.
